The Provincial Nominee Program (PNP) contributes to a more equitable distribution of new immigrants across Canada, primarily to place more immigrants outside of Canada's three major cities and to help meet the labour needs of employers in the provinces. Another objective of the program is to retain and integrate newcomers in their province or territory of nomination.
To obtain permanent resident status in Canada, provincially designated immigrants must demonstrate their actual intention to live in the designating province. However, once in Canada, the nominee is not prohibited from leaving the province.
What is it and what is it for?
The PNP allows Canadian provinces/territories to nominate individuals for immigration to their province/territory based on criteria established by the provincial/territorial government. Successful applicants obtain a provincial nomination, which allows them to apply for permanent residence.
PNPs are a popular choice because they can be the easiest route to Canadian permanent residence. All decisions regarding Canadian permanent residence must be approved at the national level by the federal government, so Canada's provinces cannot approve permanent resident status on their own.

Each province and territory has its own “streams” (immigration programs targeting certain groups) and requirements. For example, in one stream of programs, provinces and territories may target:

Application options
How you submit your application depends on the pathway to which you apply. You can submit your application using one of the following pathways. The application process will vary depending on the pathway you choose.
Express Entry Process
Step 1. Check if you meet the requirements
Make sure you are eligible for the PNP of the province or territory where you wish to live and for 1 of the 3 programs managed through Express Entry.
Step 2. Obtain a nomination
Contact the province or territory and ask for a nomination or...
Create an Express Entry profile and select the provinces and territories you are interested in. If a province or territory sends a “notification of interest” to your account, contact them and request a nomination.
Step 3. If you get a nomination, update your Express Entry profile
Update (or create) your Express Entry profile and show your nomination. You will be awarded an additional 600 points which will help you to be invited to apply.
Step 4. Apply for permanent residency if you are invited
Wait until you receive an invitation to apply for permanent residence and, if you receive an invitation, apply online.
Non-express entry process
Step 1. Check if you meet the requirements
Make sure you are eligible for the PNP of the province or territory in which you wish to live.
Step 2. Obtain a nomination
Contact the province or territory and apply for a nomination.
Step 3. Apply for permanent residence
If you are nominated, apply for permanent residence online.
